TALLAHASSEE – Florida's Chief Financial Officer Tom Gallagher today made two appointments to the Citizens Property Insurance Corporation (Citizens) Board of Governors.

The first appointment is John D. Collins, 57.  Collins is the founder and president of Gulf Building Corp., a commercial development firm headquartered in Ft. Lauderdale with offices in Tampa and Key West.  Collins serves as the chairman of the North Broward Hospital District Board of Commissioners and has held leadership posts with the Heart Foundation and Cancer Society.

Gallagher also appointed Julio G. Rebull, Jr., 41, to the Citizens board.  He is the founder of Rise Strategies, Inc., a communications and public affairs firm in Miami.  Formerly, Rebull was the executive vice president of the Florida Marlins.  He has been an active member in a variety of civic organizations.

"These two representatives bring vital expertise and experience to the Citizens board," said Gallagher.  "Mr. Collins provides invaluable business and construction knowledge and Mr. Rebull, through his many years of work and service in the Miami area, uniquely understands the strain Floridians face insuring their homes and property.  Both are eager to help improve how Citizens operates and serves Floridians."

Gallagher also named G. Bruce Douglas to chair the Citizens board.  Douglas, 70, resides in Ponte Vedra and is chief executive officer of Douglas Capital Management.  He was appointed to the board by Gov. Bush.

The governor, president of the Senate and speaker of the House each appoint two members to round out the eight-member Citizens board.  The board will hold its first formal meeting later this month.
